As an agency specialising in institutional strategy and public affairs, Com'Publics advises, supports and builds tailor-made strategies to meet the challenges faced by its partners. Running themed clubs, organised as "think & do tanks", complements our thirty years of expertise in ongoing dialogue between the public and private sectors.
We follow a cross-cutting, creative and convivial approach to public affairs in order to shake up habits, bring together various points of view and take the debate forward.
Team
Marc Teyssier d’Orfeuil
In 1994, Marc Teyssier d'Orfeuil founded Com'Publics, which over the years has become one of the leading public affairs consultancies in Paris. Com'Publics innovates by developing the concept of Clubs, Circles, think&do tanks, to facilitate the emergence of proposals arising from exchanges between the public and private spheres. Marc Teyssier d'Orfeui was previously an elected representative for the 11th arrondissement of Paris in 1989.
Since 2010, Marc Teyssier d'Orfeuil has been exporting his expertise and developing some of the agency's activities on the African continent.
Marc Teyssier d'Orfeuil heads Com'Publics Group, which in addition to Com'Publics agency includes the Rencontres Internationales des Véhicules Écologiques (R.I.V.E) and the Rencontres Internationales des Partenariats Public-Privé (LRIPPP). He also provides strategic advice to economic operators through MTO Conseils.
Marc Teyssier d'Orfeuil is a lecturer in the "Geopolitics and International Relations" master's programme at the Institut Catholique de Paris.
Marc Teyssier d'Orfeuil is a Lieutenant-Colonel in the Gendarmerie Citizens' Reserve and an auditor at the IHEMI for the 33rd national "Security and Justice" session, 2021-2022.
Mathieu la Fay
Mathieu la Fay joined Com'Publics in 1997. Successively Development Director, Deputy Director and then Managing Partner, he now heads the Agriculture & Food and Attractiveness & Cultural Influence divisions.
Mathieu is responsible for issues relating to agriculture, food and gastronomy, tourism, employment, attractiveness and cultural influence. As a member of the Management Board, he is responsible for ethical issues relating to lobbying, and has co-chaired the AFCL's economic and social commission.
Mathieu is also General Secretary of the Club de la Table Française and Managing Director of Euro-Toques France.
A graduate of the Institut d'Études Politiques d'Aix-en-Provence and with a Master II in Communications from the Université de Marne-la-Vallée, Mathieu began his professional career as a cultural attaché at the French Consulate in Moncton (Canada).

Thibaut Moura
Thibaut Moura joined Com'Publics in 2008. He heads the Mobility and Renewable Energies Division and is a member of the Management Board. He is responsible for issues relating to mobility and energy.
Thibaut holds a Master's degree in Territorial, European and International Management from the Institute of Public Management and Territorial Governance in Aix-en-Provence. He joined Com'Publics after working at the Paris Chamber of Commerce and Industry in the European lobbying department and then the national lobbying department, and in the office of the President of the CCIP.

Antoine Armstrong
Antoine Armstrong joined Com'Publics in 2018. Director of the Urban Planning Division and a member of the agency's Management Board, he monitors infrastructure-related projects in France and Africa. He leads the Public-Private Partnerships Club, the Home Ownership Club, the Club of Mayors for Urban Renewal, the Club Coeur de Ville and the Coalition "Let's halve administrative delays".
Antoine holds a Master's degree in Political Science - International Relations from ICES and a Master's degree in Geoeconomics & Strategic Intelligence from IRIS. He joined Com'Publics after working for an economic intelligence consultancy on infrastructure development issues in Asia and Africa and gaining experience in road safety.

Margaux de Robillard
Margaux de Robillard joined Com'Publics in 2019. As Director of the Health and Ageing Well, Circular Economy and Digital & Territory divisions, and as a member of the Management Board, she monitors issues relating to health, digital and the environment.
Margaux holds a Master's degree in political science from Paris X Nanterre and a Master's degree in European law from the Sorbonne. She joined Com'Publics after 4 years in the French Senate as a parliamentary assistant, then as project manager for institutional communications at the Haute Autorité de santé, and experience in a lobbying firm.

Constance Bernard
Constance Bernard joined Com'Publics in 2000 as Artistic Director. She is responsible for the creation and design of the agency's various projects. As a member of the Management Board, she ensures the consistency of all the communication tools distributed.
A graduate of ESAG Penninghen, Constance joined Com'Publics after initial experience at Alice advertising agency.
Alban de La Selle
Alban de La Selle joined Com'Publics in 2013. As Director of the Forest, Wood and Industry division and a member of the agency's Management Board, he oversees issues relating to the wood and forest industry and the circular economy. He also leads the Wood & Forest club.
A graduate in public law and political science from the University of Paris II - Panthéon Assas, Alban joined Com'Publics after a spell at Renault. He began his university career in Reims and went on to study in Scotland.

Delphine Thiébaut
Delphine Thiebaut joined Com'Publics in 2006. As a consultant and deputy to the head of the Health and Circular Economy division, she monitors issues relating to the circular economy. Delphine also manages the agency's CSR policy.
Delphine holds a Master's degree in Political and Social Communication from the University of Paris I - Panthéon Sorbonne, and joined Com'Publics after initial experience in an NGO.

Lucas Mehler
Lucas Mehler joined Com'Publics in September 2024 as Head of the Europe Division. He manages and develops the agency's European portfolio.
After a first work experience with the EU advisor in the cabinet of the Ministry of Environment, Lucas joined Europolitis in Brussels in 2019, where he followed several files from the EU Green Deal.
Lucas is a graduate of King's College London and the College of Europe.

Mathilde Pronier – Desgrange
Mathilde Pronier joined Com'Publics in 2016 within the Mobility and Energy Division. In charge of the Energy Department, she leads the Energies & Territories Club, monitors all issues relating to the deployment of renewable energies and provides support for work relating to sustainable mobility.
Mathilde holds a Master's degree in Public Affairs from Paris Dauphine University, and joined Com'Publics straight after her studies.

Guillaume Métivier
Guillaume Métivier joined Com'Publics in 2003. He is the local authorities delegate in the Mobility and Energy division. He deals with issues relating to local authorities, which are key players in the energy transition.
A graduate of the Ecole Supérieure de Commerce de Toulouse, Guillaume joined Com'Publics after initial experience as Research Director at Connaissances.

Juliette Baudry
Juliette Baudry joined Com'Publics in 2020 in the Health and Circular Economy division. She monitors environmental issues, particularly in the packaging industry, and helps to run the Club des Eaux de Terroirs, the Lightweight aluminium and steel packaging Club and the Carbon Neutrality Alliance.
A graduate of Sciences Po Bordeaux and the Autonomous University of Madrid, Juliette joined Com'Publics after an initial experience as a parliamentary assistant at the French National Assembly.

Linda Sissi
Linda Sissi joined Com'Publics in 2017. She works on digital and tourism issues, in particular through the Digital & Territories Club and the Club France Terre de Tourisme.
Linda holds a Master II in European and International Studies from the University of Paris III - Sorbonne Nouvelle, and joined Com'Publics after working for the Ministry of the Environment and the European Company for Strategic Intelligence (CEIS).

Eugénie Garin
Eugénie Garin joined Com'Publics in 2018 in the Food and Agriculture division. She works on issues relating to gastronomy and agriculture and helps to run the Club de la Table française.
Eugénie holds a Master's degree in National and European Public Affairs from the Institut Catholique de Paris and joined Com'Publics after initial experience in a strategic communications consultancy.

Diane-Sophie Laroche
Diane-Sophie Laroche joined Com'Publics in 2024 as Deputy Director of the Agriculture and Food department.
She works on issues relating to agriculture, food, gastronomy, employment and influence. In particular, she helps to run the ‘One Health’ Club.
After graduating from Sciences Po Bordeaux in 2013, she began her career in consultancy, before joining federations in the health and medico-social sectors as head of public affairs.

Florine Bajard
Florine Bajard joined Com'Publics in 2022 in the Food and Agriculture division. She deals with issues relating to agriculture and the agri-food industry.
Florine holds a Master's degree in European Affairs from the University of Lille, and joined Com'Publics after initial experience in a communications and public affairs agency.

Anne-Marie Klaeyle
Anne-Marie Klaeylé joined Com'Publics in 2020 in the Health and Circular Economy division. She works on issues relating to health, digital and the circular economy and is in charge of the Prevention & Health Club.
Anne-Marie holds a Master's degree in European Politics and Public Affairs from the Institut d'Études Politiques de Strasbourg, and joined Com'Publics after initial experience in a communications and public affairs agency.

Clara Dumaz
Clara Dumaz joined Com'Publics in 2021 as part of the Urban Planning division. She works on projects relating to infrastructure, renovation and public-private partnerships. She helps to run the Public-Private Partnerships Club.
Clara holds a Master's degree from Sciences Po Toulouse and a Laurea Magistrale from the University of Bologna. She joined Com'Publics after an initial experience in journalism.

Juliette Bizot
Juliette Bizot joined Com'Publics in 2021 in the Mobility and Energy division. She is responsible for mobility issues relating to local authorities, which are key players in the energy transition.
A graduate of ISMaPP with a Master's degree in strategy and public and political decision-making, Juliette joined Com'Publics after several internships as project manager in an innovation laboratory attached to the general management of the town of Ivry-sur-Seine, communications manager for the Fête de la Nature association and public affairs manager at RTE.

Olivier Dhuime
Olivier Dhuime joined Com'Publics in 2022 as part of the Urban Planning division. He monitors issues relating to housing and the ecological transition and is responsible for running the Home Ownership Club and the French Alliance for Carbon Neutrality.
Olivier holds a Master's degree in European Affairs from the University of Lille, and joined Com'Publics after initial experience in a public affairs firm and as a parliamentary assistant at the French National Assembly.

Elisa Grandjean
Elisa Grandjean joined Com'publics in 2022 as part of the Urban Planning department. She is responsible for urban renewal and revitalising town centres. She helps to run the Club of Mayors for Urban Renewal and the Club Cœur de ville. A graduate of the University of Paris II Panthéon-Assas, Elisa joined Com'publics after initial experience in a think tank focusing mainly on economic growth, ecology, democracy and digital issues.

Pauline Carriere
Pauline Carrière joined Com'Publics in 2022 in the Food and Agriculture division, where she is responsible for issues relating to the craft sector. She is also involved in the agency's European development.
A graduate of the Public Policy Masters programme at Sciences Po Paris, Pauline joined Com'Publics after her year's apprenticeship.
Simon Gomez
Simon Gomez joined Com'Publics in 2023 in the Food and Agriculture division, where he works on issues relating to agriculture, gastronomy and agri-food.
He also helps to run the New Forms of Employment Club.
A graduate of the Master 2 Law & International and European Affairs Governance at the Université Paris 1 Panthéon Sorbonne, Simon joined Com'Publics after initial experience in a European affairs firm in Brussels.
Clara Méchain
Clara Méchain joined Com'Publics in 2024 as part of the Forest, Wood and Industry division. She monitors issues relating to forests, the decarbonisation of the economy and the circular economy, and helps to run the Wood & Forest Club.
Clara holds a Master's degree in Fundamental and Practical Criminal Law from the University of Paris-Saclay and an MBA in Public Communication and Influence from EFAP Paris. She joined Com'Publics after gaining initial experience in a local authority.
Elise Ré
Elise Ré joined Com'Publics in 2024 in the Health and Circular Economy department. She works on health-related issues and helps run the Club Ensemble Bien Vieillir.
Elise holds a Master's degree in public policy from the Université Panthéon-Assas, and joined Com'Publics after gaining initial experience in a crisis and public affairs communications agency.

Edwige Ermeneux
Edwige Ermeneux joined Com'Publics' Energy and Mobility division in 2023 as an external consultant, after an initial spell with the agency between 2008 and 2017, during which she worked on agricultural, forestry, housing and urban planning issues.
She holds a Master's degree in Political Science (Communication and Local Policies) from the University of Paris I - Panthéon Sorbonne.

Ilan Heraief
Ilan Heraief joined Com'Publics in 2024 in the Health and Circular Economy department after different experiences, including corporate communications in an agency and in a European federation, as well as an apprenticeship in public affairs with Nestlé. Graduated from Audencia, Sciences Po Saint-Germain-en-Laye and the University of Paris-Saclay, Ilan works on health and the circular economy, and helps to run the Sustainable Fertilisation Club.
Sabine Faivre
Sabine Faivre joined Com'Publics in 2017. She is assistant to the Chairman and deputy to the General Secretary for general services.
With a degree in psychology, Sabine joined Com'Publics after working as a restaurant co-manager.
Daphney Bastien
Daphney Bastien joined Com'Publics in 2023. She is assistant to the General Secretary, Isabelle Bobin. Daphney joined com'Publics after a twoyear experience in the framework of BTS GPME.
Valérie Xavier
Valérie Xavier joined Com'Publics in 2016. She is responsible for the company's general accounts.
Valérie holds a BTS in accounting and management and joined Com'Publics after a number of assignments as a supplier accountant and assistant accountant in SMEs and accountancy firms.
Nadia Nedelcu
Nadia Nedelcu joined Com'publics in 2021 as an accountant. She is responsible for payroll and social security, audits the accounts and monitors management control.
She has a DECF qualification and a BTS in accounting and management. Nadia joined Com'publics after 3 years in the accounting departments of an SME and a large company (Orange), before working for 23 years in an accountancy firm.
Dessamba Gaye
Dessamba GAYE is 18 years old and will complete his Ulis lycée at the end of the 2024 school year.
He joined Com'Publics for work placements in 2023 as part of his ULIS lycée course at Stanislas secondary school.
He is now on a long-term placement, 3 days a week, all year round, to learn the job of administrative assistant and join the Com'Publics team on a permanent contract from next September.
Senior Advisors
François de Rugy
François de Rugy is a Senior Advisor at Com'Publics. As such, he is involved in expert appraisal, strategic analysis and consultancy assignments.
A graduate of the Institut d'Etudes Politiques de Paris (Sciences Po), Francois de Rugy has held a number of political positions, firstly as a local councillor (Deputy Mayor and Vice-President of the Nantes Urban Community in charge of transport (2001-2008), Orvault municipal councillor (2008-2014), Regional councillor for the Pays de la Loire since 2021), then as a Member of Parliament (three terms from 2007 to 2022)), up to President of the National Assembly (2017-2018) and Minister for the Ecological and Solidarity Transition (2018-2019). In 2022, he decided to work with private companies as a advisor on ecological issues. In particular, he became Senior Advisor to an investment bank. He is also a company director and a member of the strategy committee of an investment fund.

Michel Vialatte
Michel Vialatte is a Senior Advisor at Com'Publics. As such, he is involved in expert appraisal and strategic analysis assignments, sector studies, legal advice on local authority and parliamentary law, and support for business projects.
Michel holds a post-graduate degree in international public law from the University of Paris I-Sorbonne and is a former student of the Institut d'Études Politiques de Paris. He has spent his professional career working for the State (ministerial cabinet), local authorities (departments, conurbations, towns, major inter-municipal associations) and companies (extra-financial ratings, retail). He is a former director general of local authorities, the author of numerous publications and founder of Territoires & Stratégies agency.
Areas of expertise : governance of local authorities - strategic advice to managers - design and implementation of public policies and complex projects in the fields of ecological transition (water, energy, waste, biodiversity), international relations (specialising in the MEDA zone).
Ethics
Com'Publics complies with the legal obligations regarding the representation of interests with French and European authorities.
All the agency's staff have signed a code of ethics.
Our engagements
Since 2017, Com'Publics has formalised a Corporate Social Responsibility (CSR) policy.
As part of this, several actions have been implemented by the agency :
- The acquisition of forest plots in the Marne region meeting sustainable management goals, in particular carbon capture and sequestration,
- Skills-based sponsorship for associations and foundations,
- Organising races and collections in aid of associations,
- First aid training,
- Training in eco-gestures,
- etc.
This commitment was rewarded with the EnVol label in 2020 and the EcoVadis silver medal in 2021.
